Selects the Key ID method while operating on the current Conventional Personality.
When the Secure Operation is set to "Hardware", and
when the Non-ASTRO Signaling Type field is "MDC", and
when the Secure Voice / Signal Type field is "Securenet", and
when the radio is model / option capable.
